It has come to our attention that you have a horse rescue in Valley Center, shooting healthy horses in non-emergency situations because they don’t want to feed them. Proof is attached. I reported this last week only to get a threatening email from the CEO at the offending rescue telling me to stop wasting my time because several of their volunteers and foster parents are working for San Diego County Animal Services and San Diego County Humane Society/SPCA making them bullet proof.
Ca Animal Cruelty Statutes Indicate – This statutes states that anyone who maliciously (legal definition of maliciously is intentionally)and intentionally maims, mutilates, tortures, or wounds a living animal, or maliciously and intentionally kills an animal, is guilty of an offense punishable by imprisonment in the state prison, or by a fine of not more than twenty thousand dollars ($ 20,000), or by both the fine and imprisonment, or, alternatively, by imprisonment in a county jail for not more than one year, or by a fine of not more than twenty thousand dollars ($ 20,000), or by both the fine and imprisonment. The statute also defines specific forms of torture and mistreatment that qualifies as a crime under this section.
CA Animal Cruelty Statute Continues – The statute is subject to a single exception: where use of the deadly or dangerous weapon is an element of the underlying offense. Cruelty to an animal, in violation of section 597 [California’s animal abuse law], subdivision (a), is a felony. ( 17.)
Ca Department of Agriculture States – Severe illness and accidents involving horses may happen at any time. Some situations such as trailer accidents, road accidents, natural or man-made disasters (flood/fires), catastrophic injury during competition, or on farm disease outbreak or injury resulting in severe injury or illness of the animal may require humane euthanasia. It is always best to seek assistance from a veterinarian when considering euthanasia. However, in some circumstances a veterinarian may not be readily available to assist in the evaluation and euthanasia of an animal. The welfare of the horse in these circumstances may require emergency euthanasia. The aim of emergency euthanasia is to provide a quick and humane death to prevent or minimize suffering.
Emergency euthanasia should be performed when a delay in treating the animal would perpetuate or significantly aggravate the condition. If in doubt about the necessity of euthanasia immediately contact a licensed veterinarian. The 2013 Report of the American Veterinary Medical Association Panel on Euthanasia classifies barbiturate (injectable) euthanasia of equids as acceptable, and gunshot and penetrating captive bolts as conditionally acceptable. Only veterinarians have access and are licensed to use barbiturates. Penetrating captive bolt and gunshot are the only acceptable options for emergency euthanasia by non-veterinarians. Regardless of the method chosen, human and animal safety, logistics and verification of death are critical considerations.
INDICATIONS FOR EMERGENCY EUTHANASIA FOR HORSES:
Violent or self-destructive thrashing causing the animal to be a hazard to itself or others
Evidence of severe shock such as an animal that is non-responsive to stimuli
Exposure of abdominal contents or organs
Open fracture of a long bone which includes the leg bones below the shoulder or hip
Animals with chronic and/or incurable conditions as evidenced by an animal demonstrating signs of severe pain and distress
The above laws and recommendations make it clear that killing a healthy animal is crime. Also, shooting a horse is only allowed in emergency situations when the horse has suffered a severe injury or is suffering from a severe illness. HiCaliber not only admits to killing healthy animals by shooting them they brags that their relationship with San Diego Humane Society and SPCA protects them from inquiries and investigations. Please see attachments. We can only hope that HiCaliber, Romney and Michelle are lying about your willingness to do you job because of their relationship with you.
